3. Representations from the Public
It was decided to hear representations from the public concerning each of the planning applications under the next item.
a. New Applications.
i. P170068/FH 3 The Clusters Kings Caple HR1 4UD. Proposed conversion of existing store to study and building a single storey utility with shower room. Rebuilding existing garage.
There were no representations from the public. One member expressed the view that as it is proposed height of the garage roof would be increased it may be or become visible above the existing hedge and so it would be aesthetically more pleasing if it were to be covered in slate rather than profiled sheets.
Resolved: to support the application but request (voted 3 in favour, 1 against and 1 abstention) that a condition is included that the garage is roofed in slate.
ii. P170114/FH High House Ruxton Lane Kings Caple HR1 4TZ. Extension and alterations to existing dwelling.
There were no representations from the public.
Resolved unanimously to support this application
iii. P170036/F The Rectory Field as known as Land at The Green, Kings Caple. Erection of two pairs of semi detached houses together with a single dwelling, scale layout, access, parking and manoeuvring. Landscaping and Materials (Full Application)
The applicant, at the invitation of the Chair, gave a brief presentation on the proposal. The following representations were heard from the public;
That the application does not conform to the Kings Caple NDP policies H2, SB1 and SB2; the streetscape would be improved by locating the detached house adjacent to the Rectory; a planning consent granted previously for the remainder of the field contained a condition that an orchard and grass sward be created on the site of the proposed development; the proposed access is over land owned by another party; there had not been any consultation with the direct neighbours as stated in the Design and Access Statement; the proposal is for the types of housing for which the NDP has identified demand but that the site was not one of those allocated for housing development in the NDP.
The applicant was invited to respond and confirmed that he has been in contact with the owner of the access and with the diocese which owns the adjacent land and that all the trees and grass sward required as a condition of a previous planning consent are included in the proposal.
The chair of the Kings Caple NDP Steering Group gave an explanation of the current status of the NDP, which being at Regulation 17 stage is a document to which the Herefordshire Council will give consideration when determining the application
Resolved: (three for and one against) to object to the application on the grounds that it does not conform to policies SB2, H1 and H2 of the Kings Caple NDP
